Travel Card PDS

1. Introduction

This document is dated 10 July and has been prepared by Afmoom Trading Pty Ltd (ACN 663 026 846 AFSL No. 549100) ("Bless Payments", "we", "us", "our").

This Product Disclosure Statement ("PDS") contains important information about the Bless Payments Visa Debit Card ("Card") and its associated benefits, risks and fees.

Before you acquire the Card, you will be provided with a separate document titled "Card Terms". It contains terms and conditions that govern our relationship with you. You can obtain a free copy of the Card Terms by contacting us or visiting our website (https://blesspayments.com/).

2. Important Information

Bless Payments is the issuer of the Card.

This PDS is designed to assist you in deciding whether to acquire the Card. Therefore you should read this PDS carefully. This PDS and the Card Terms will govern your use of the Card.

The information contained in this PDS does not take into account your individual objectives, financial situation or needs. Any advice in this PDS is general advice only. We suggest that you seek professional advice if you do not understand any of the information contained within this PDS and how it applies to you.

This PDS is intended only for persons who reside in Australia. Accordingly, this PDS is not an offer to sell or invitation to treat in relation to the Card in any place in which, or to any person to whom, it would be unlawful to make that offer or invitation. The distribution of this PDS outside Australia may be restricted by the laws of places where it is distributed and therefore persons into whose possession this document comes should seek advice on and observe those restrictions. Failure to comply with relevant restrictions may violate those laws.

3. About the Card

The Card is a physical and virtual reloadable Visa debit card and can be used online, in-app or in-store. The Card can also be used for cash withdrawals from ATMs or other service providers.

Value is loaded onto the Card using your Bless Payments Account. This is the Card's Available Balance. You can then use the Available Balance on the Card to make payments anywhere in the world where Visa debit cards are accepted.

The Available Balance may only be comprised of AUD which is loaded on the Card via the Available Balance. The Available Balance does not earn interest.

The Card can only access the Available Balance, which is the value that is loaded onto it. The Card cannot be used to make or complete a transaction that exceeds the Available Balance on your Card.

The Available Balance is held by Bless Payments in accordance with the Card Terms.

The Card is available only to individuals. It is designed for personal use and must not be used for any commercial purposes.

The Card cannot be used for restricted or prohibited activities as set out in the Card Terms. Examples of prohibited activities include transactions related to gambling, including betting, lottery tickets, casino gaming chips, off-track betting, funding gambling accounts, online gambling sites, or games to win prizes of monetary value. Additionally, the Card must not be used for any illegal activities, including money laundering, terrorism financing, and purchasing illegal goods or services.

4. Card Issuer and Distributor

Bless Payments is the issuer and distributor of the Card. Bless Payments holds an Australian Financial Services Licence (AFSL No. 549100) which authorises it to provide advice and deal in non-cash payment products.

If you acquire the Card, you are entering into a contract with Bless Payments. Bless Payments is responsible for all obligations owing to you in relation to the Card, including effecting settlement of all transactions made using the Card.

5. Significant Benefits of the Card

The significant benefits of the Card are:

Convenience: The Card offers a convenient way for you to access and use AUD held in your Bless Payments Account. It can be used online, in-app or in-store at any merchant that accepts Visa. The Card information can be used for online or telephone transactions. The Card is available 24 hours a day, 7 days a week.

Reloadable: The Card is reloadable, meaning you can add value to it multiple times during its life, within the applicable limits, from your Available Balance.

Control Over Spending: As a debit device, the Card helps you control your spending because you can only use the value you have loaded onto it. There is no overdraft or credit facility associated with the Card. You can cancel the Card whenever you wish, subject to any cancellation fees described in section 14.

Virtual Form: The Card can be made available in virtual form, eliminating the need for a physical card. It can be loaded into Google Pay and Apple Pay wallets. Once activated, it can be used like any other virtual card. Physical card options are also available.

Global Acceptance: The Card operates on the Visa network and supports transactions in multiple currencies. This can be especially beneficial for users who frequently make purchases in different currencies.

6. Significant Risks

The significant risks of the Card are:

Security: It is important to safeguard your Card details, your PIN and any other passwords or equipment required for Card operation (i.e. your mobile device). Failure to do so may result in liability for unauthorised transactions and other amounts.

Counterparty Risk: As the holder of the Card, you are relying on Bless Payments to fulfil its obligations. Your access to the Available Balance via the Bless Payments Account depends on Bless Payments accurately deducting amounts according to transactions observed on the Visa network. If Bless Payments fails to fulfil its obligations, your Available Balance may not be accessible.

Service Availability: There is a risk that point-of-sale services may be unavailable for a period due to technology and communication issues. The Card cannot be used for non-electronic or offline transactions.

Use and Access to the Card: You are responsible for providing and maintaining the means by which you access the Card. If you do not have access to a smartphone or internet and do not have a physical version of the Card, you will be unable to access the Card. This means you will be unable to transact on the Card during this time, which may cause you to suffer a loss or other inconvenience.

Card Expiry: The Card has a 3-year expiry date and cannot be used after expiration. If the Card expires, and you still have an Available Balance, you should either request a new card or withdraw the Available Balance in accordance with the terms set out in the Card Terms.

Pre-authorisation: Certain businesses (e.g. hotels, cruise lines and car rental companies) may pre-authorise an estimated cost, temporarily making those funds unavailable for up to 30 days. Only the final bill amount will be deducted from the Available Balance. You may need to contact the merchant to remove the pre-authorisation if you need access to those funds sooner.

Operational Risk: The Card is subject to Anti-Money Laundering and Counter-Terrorism Financing laws. We are required to screen transactions under these laws. There is a risk that a transaction may be delayed or cancelled due to the processes or systems that we have in place for these screening purposes. Neither we, nor our partners, are required to explain delays or cancellations due to such suspicions.

Card Suspension and/or Termination: Bless Payments may suspend or cancel your Card in certain circumstances including where fraud is suspected, where we reasonably believe there is a risk associated with your Card or where you have breached the Bless Payments Agreement.

No Cooling Off: There are no cooling off rights in relation to the Card.

Taxation Risks: Using your Card to make payments may be subject to tax. It is your responsibility to account and remit any taxes which arise from those transactions to the relevant taxation authorities. You should consider the taxation implications before using the Card.

Card Limits: The Card is subject to the limits set out in the Card Terms. These include a single transaction limit of $1,000, a daily Card spend limit of $1,000, monthly Card spend limit of $10,000, a daily international ATM withdrawal limit of $1,000, and a monthly international ATM withdrawal limit of $3,000. Merchants, ATM operators and financial institutions may impose lower limits. You should consider whether these limits are appropriate in light of your intended use of the Card.

Third-Party Limits: Merchant or regional regulatory limits may restrict the amount used for purchases. Merchants may refuse to accept the Card as a payment method. Equipment errors or malfunctions may cause duplicate transactions or failed processing, temporarily affecting the Available Balance.

Negative Balance Risk: In some cases, your Available Balance may become negative due to offline transactions or incurred fees. You are liable for any resulting negative balance and related recovery costs. Loaded value will first be applied to recover any negative balance.

Unauthorised Transactions: There is a risk of unauthorised transactions occurring on the Card. You will be liable for any unauthorised transactions made until you notify us in accordance with the Card Terms of Use. We do not subscribe to the ePayments Code, which provides a standardised liability mechanism for unauthorised transactions.

Lack of Interest: The Available Balance does not earn interest.

Access to the Available Balance: The Available Balance is not readily accessible other than for the purposes of being used to fund transactions made with the Card or Bless Payments Account. You may request the withdrawal of AUD from the Available Balance to your bank account. However, withdrawals are not guaranteed to be immediate and may be subject to delays and additional verification.

Financial Claims Scheme: The Financial Claims Scheme is a scheme administered by Australian Prudential Regulation Authority to protect depositors of authorised deposit-taking institutions from potential loss due to the failure of these institutions. It provides depositors with a guaranteed protection, up to a cap. The Financial Claims Scheme does not apply to the Available Balance accessible through your Card.

Discretionary Powers: Under the Card Terms, we have a number of discretionary powers which may affect you. You should ensure that you understand these discretionary powers by reading the Card Terms.

7. Available Balance Is Not a Bank Deposit

The Available Balance on the Card is not a bank deposit. The Available Funds on the Card will be held in the Bless Payments Account. In no circumstance will you earn interest on any Available Balance that is stored on the Card.

8. Tax Considerations

Payments made using the Card may be subject to tax consequences, including but not limited to capital gains tax.

This and other tax implications may arise in relation to the Card and transactions you enter into. Taxation laws are very complex and vary depending on your personal circumstances. You should obtain your own independent tax advice in relation to the impact your use of the Card may have on your personal tax liability.

9. Other Important Information

There are fees and charges associated with the Card. Please refer to Section 14.

Bless Payments is not responsible for any dispute you may have with a merchant regarding goods or services purchased using the Card. In the first instance, you should seek to resolve any dispute directly with the relevant merchant. In certain circumstances, and subject to the Card Terms, Bless Payments may assist you to raise a disputed transaction or chargeback through the applicable card scheme. However, Bless Payments does not guarantee that a refund or reversal will be successful.

The Card Terms (and any related terms incorporated by reference) may be amended by Bless Payments from time to time in accordance with those terms. Where required, Bless Payments will provide you with notice of any changes. If you do not agree with an amendment, you must cease using the Card in accordance with the Card Terms.

Your Card may be suspended, restricted or terminated in the circumstances set out in the Card Terms. These circumstances include (without limitation) where Bless Payments reasonably suspects fraud or unauthorised use, where you breach the Card Terms or any related agreement, where your Bless Payments account is closed, or where Bless Payments is required to do so to comply with applicable laws or to manage risk. If your Card is suspended or terminated, you may be unable to access or use the Card, and any remaining balance will be dealt with in accordance with the Card Terms.

Under the Card Terms, you indemnify Bless Payments against losses arising from your breach of those terms or your misuse of the Card to the extent permitted by law.

Bless Payments is not aware of any material conflicts of interest that would reasonably be expected to influence the issue or operation of the Card.

10. Queries and Complaints

If you have a complaint or dispute relating to the Card, please follow the procedure set out below:

Please provide Bless Payments with as much information about the complaint as you can. Bless Payments will then attend to your complaint, and may contact you for more information. Once Bless Payments has enough information, it will endeavour to resolve your complaint within 30 days.

Step 2

If you are unsatisfied with the decision or Bless Payments does not respond to you within 30 days after you make the initial complaint (Step 1), you may contact the Australian Financial Complaints Authority ("AFCA"), which is an external dispute resolution scheme. AFCA's details are:

You may only contact AFCA once you have followed the procedure above.

11. Registration and Identification

To apply for a Card, you must meet our eligibility requirements set out in the Card Terms and Terms and Conditions.

If you are issued with a Card, it will not be activated until you have satisfied our onboarding requirements, which includes verifying your identity.

You can complete the required identification procedures by:

  • following instructions you receive from Bless Payments regarding registering for Card via the App;
  • completing any forms and uploading any documents required for the purposes of verifying your identity; and
  • accepting the Card Terms or Terms and Conditions by checking the box in the App as prompted.

You may be asked to supply further information for the purposes of confirming your identity. These may be requested by direct communication from Bless Payments or via additional forms you are prompted to complete as part of the registration process described above.

12. Using Your Card in Other Currencies

All transactions conducted using the Card are settled in Australian dollars (AUD). Where a transaction is made in a foreign currency, or is processed or billed by a merchant or card scheme in a foreign currency, the transaction amount will be converted into AUD.

Foreign currency transactions are converted into AUD using the foreign exchange rate determined by Visa at the time of settlement. An international currency conversion fee may also apply, as set out in section 14.

There may be a delay between the time a transaction is authorised and the time it is completed by the merchant. As a result, the final AUD amount settled may differ from the estimated amount at the time of authorisation due to movements in exchange rates. Where this occurs, the amount deducted from the Available Balance will be adjusted accordingly. If a transaction is processed despite insufficient Available Balance due to such adjustments, you will be liable for any resulting shortfall in accordance with the Card Terms.

Currency conversion fees are set out in section 14.

13. Visa Secure

The Card may be enrolled in Visa Secure (or a similar authentication service operated by Visa from time to time). Visa Secure is designed to help protect you against unauthorised online card transactions by requiring additional authentication for certain transactions.

When you use the Card online, a transaction may be flagged for additional verification where it is considered higher risk, including due to transaction value or unusual spending patterns. If additional verification is required, you may be asked to confirm the transaction using a one-time passcode or other authentication method associated with your Card.

The availability and operation of Visa Secure are subject to Visa scheme rules and participating merchants.

14. Fees and Charges

The following standard fees and charges apply to the Card. All fees and charges that are set out in this section 14 are inclusive of GST. All fees and charges are payable to Bless Payments. Bless Payments will deduct these fees and charges from the Available Balance of the Card.

If you consider that we have charged an incorrect fee or charge, you may dispute this by following the dispute procedure set out in section 10. Any incorrectly charged fee or charge will be reversed by Bless Payments.

*This fee will not be charged if the chargeback relates to a confirmed Unauthorised Transaction

**International currency conversion fees are calculated as a percentage of the converted AUD amount (the foreign exchange rate is determined by Visa at the time of settlement) of the eligible transaction.

Bless Payments may amend fees and charges from time to time by providing at least 30 days' written notice in accordance with the Card Terms.

15. What to Do if Your Card Is Lost or Stolen

You must suspend the Card and notify Bless Payments immediately if any of the following events occurs:

  • the security of the Card or any Access Details has been compromised;
  • the Card is lost or stolen;
  • the Card is damaged or not working properly;
  • the Card has been retained by an ATM; or
  • any unauthorised transactions have occurred.

Upon receiving notification, Bless Payments will suspend the Card until appropriate measures are taken to replace the Card and/or restore security, in accordance with the Card Terms.

You must provide Bless Payments with any information reasonably requested in relation to the incident, including details of the Card, your identification information, how the incident occurred and any other information relevant to the investigation.

16. Unauthorised Transactions

There is a risk that unauthorised transactions may occur in relation to the Card. Your liability for unauthorised transactions is determined in accordance with the Card Terms.

You will not be responsible for unauthorised transactions that:

  • occur before the Card is issued to you;
  • occur after you have suspended or cancelled the Card and while it remains suspended; or
  • occur where you did not contribute to the unauthorised transaction.

You may be taken to have contributed to an unauthorised transaction where, for example:

  • you did not keep the Card or PIN reasonably secure;
  • there was an unreasonable delay in suspending or cancelling the Card after becoming aware it was lost, stolen or compromised; or
  • there was an unreasonable delay in reporting an unauthorised transaction.

You are responsible for regularly checking your transaction history and promptly notifying Bless Payments of any transaction you do not recognise or believe to be unauthorised.

If you seek a refund for a transaction made with a merchant using the Card, you must first contact the merchant directly. If the merchant processes a refund, Bless Payments will credit the Available Balance once the refund funds are received.

If you wish to dispute a transaction and request a chargeback, Bless Payments may, in its sole discretion, raise a chargeback on your behalf, provided you comply with all information and assistance requests. Any chargeback is subject to Visa rules, and the decision of Visa regarding the validity and amount of a chargeback is final and binding.

A chargeback must be raised with Bless Payments within 90 days of the transaction date. Any refund or chargeback amount received may be less than the original transaction amount.

17. ESG

The physical Card is made with 82% recycled plastic.

18. Privacy

The privacy of your information is important to us. We have practices which include the secure storage of personal information and safeguards against the accidental release of personal information.

You will be required to provide us with certain information to enable us to comply with our obligations under the AML Legislation.

We handle all information provided to us in accordance with our Privacy Policy. You can obtain a copy of our Privacy Policy on our website or by contacting us to request a copy without charge.

19. Definitions

In this PDS, unless otherwise indicated:

AML Legislation means the Anti-Money Laundering and Counter Terrorism Financing Act 2006 (Cth) and its associated rules, regulatory guides and regulations.

App means the Bless Payments mobile application which can be downloaded from the Apple App and Google Play stores.

ATM means automatic teller machine.

Available Balance means the value in your Bless Payments Account recorded by us as being available for transactions using the Card in accordance with the Bless Payments Agreement.

Terms and Conditions means the terms which govern your use of the Bless Payments Account and Card, available at https://blesspayments.com/en/legal as updated from time to time.

Business Day means that a business day is any day that isn't a Saturday, Sunday or public holiday in Perth, Australia.

Card means the Bless Payments reloadable VISA debit card issued by Bless Payments to you.

Card Terms means the card terms of use which govern the Card, available at https://blesspayments.com/en/legal as updated from time to time.
