Travel Card Terms
This document is dated 10 July and is issued by Afmoom Trading Pty Ltd ACN 663 026 846 AFSL No. 549100 (Bless Payments, we, our or us).
1. Terms of Use
- These card terms ("Card Terms") govern your use of the Bless Payments debit card ("Card").
- The Card is issued by Bless Payments. Hay Limited (ABN 34 629 037 403) ("Hay"), as the Visa licenced issuer is sponsoring Bless Payments into the Visa payment network. Hay is not the issuer of the financial product.
- A reference to "you" in these Card Terms is to the person or entity who is issued with the Card.
- Bless Payments may amend these Card Terms from time to time by providing you with at least 30 days written notice. You must cease using the Card if you do not agree to the revised Card Terms.
- Unless defined in these Card Terms, capitalised terms have the same meaning as in the Bless Agreement.
2. Eligibility
You must:
- meet all eligibility criteria prescribed by Bless Payments; and
- satisfy any due diligence checks conducted by Bless Payments,
in order to be eligible for the Card.
- Notwithstanding section 2(a), Bless Payments may refuse to make the Card available to you or may recall, suspend or terminate a Card that has been issued to you in its absolute discretion.
- The Card will be valid for the period stated on the Card ("Validity Period"). Prior to the expiry, your Card will be re-issued, or we will contact you and provide further information about replacing your Card. Any renewal or replacement of the Card will be at Bless Payments's discretion.
- You must provide Bless Payments with complete and accurate contact details and, where necessary, you must update Bless Payments with complete and accurate contact details.
- We are required to comply with AML/CTF Laws. We may require you to provide information to us to enable us to comply with such AML/CTF Laws. We may refuse your application for a Card, delay or refuse to process a transaction in our absolute discretion, including where you do not provide us with any information we request.
- Before using the Card for the first time, you will need to activate the Card in the Account.
3. Purpose
- You may use the Card to make payments for goods and services at merchants who accept Visa debit cards.
- No one other than you may use the Card during the Validity Period in accordance with these Card Terms.
- You are responsible for ensuring the Card is only used to make payments to persons or entities in connection with purchases of goods and services in compliance with any Visa scheme rules, regulations and applicable laws.
- For contactless transactions, you may not need to enter your PIN under certain limits. Please make sure you check the amount is correct on the terminal before presenting the Card and authorising a contactless transaction.
- You authorise Bless Payments to accept, rely, and act upon any instruction received, or purported to be received from you. Where Bless Payments receives any instruction from a person using the Card and/or Access Details, Bless Payments shall be entitled to treat such instruction as having been received from you. Bless Payments is under no obligation to check the authenticity or accuracy of any instruction received and shall not be liable for any Loss incurred or suffered by you for complying with such instruction, unless it has been determined in accordance with Clause 7(d) that you are not responsible for an Unauthorised Transaction.
- The Card is intended to be used primarily for overseas transactions or online purchases. It is not designed for everyday domestic use within Australia. Bless Payments may monitor Card activity to ensure it aligns with its intended purpose and may restrict or limit Card functionality where the Card is used predominantly for domestic transactions.
4. Limits
Below are the limits that apply to the Card:

Merchants and financial institutions may also impose their own limits which differ to those set out above.
5. Transactions
- The debit value of the Card is equal to the Available Balance at any particular time.
- You authorise us to:
- debit funds from the Available Balance to settle any payments made with the Card or discharge any other amounts owing by you under these Card Terms; or
- credit funds to the Available Balance upon receipt of any Refunds or Chargebacks in respect of the Card.
- Subject to these Card Terms, Bless Payments will only authorise a transaction if there is sufficient Available Balance to cover such transaction and the daily and monthly limits have not been exceeded. If a transaction has been processed despite there being insufficient Available Balance, you will be liable to Bless Payments to fully make up for the shortfall plus any applicable fees, along with any costs incurred by Bless Payments and any other third party on recovering or attempting to recover such shortfall from you.
- Notwithstanding section 5(c), Bless Payments may, in its discretion, refuse to authorise any transaction.
- You are taken to have consented to all transactions made through the Card. You cannot cancel any transaction after it has been authorised by Bless Payments.
- All transactions conducted with the Card will be in AUD. All transactions in foreign currencies will be converted into AUD and will be processed using the foreign exchange rate determined by Visa at the time of settlement.
6. Security
- You are responsible for the security of the Card and for all transactions and charges incurred under the Card.
- You must ensure that you take all steps to safeguard the Card and any security related details ("Access Details").
- You must not disclose the Access Details to any other person or third party.
- If you become aware that the Access Details have been stolen, misappropriated, used without authorisation or otherwise compromised, you must notify Bless Payments immediately.
- Bless Payments may in its sole discretion screen all instructions given by you in relation to the Card before carrying out such instructions. Bless Payments may, without providing any explanation, refuse to act upon any instruction received from you.
- You are fully responsible for regularly checking your transaction history and for reconciling the entries against your own records. You should regularly check your history and promptly contact Bless Payments if there is anything unusual, such as:
- transactions you don't recognise;
- transactions you didn't authorise;
- transactions where you never received the relevant goods or services;
- transactions where the purchase price differs to the purchase amount; or
- you think a transaction may have been duplicated.
7. Unauthorised Use of Card
- You must suspend the Card and notify Bless Payments immediately if any of the following events has occurred (each an "Unauthorised Transaction"):
- the security of the Card has been compromised;
- the Card is lost or stolen;
- the Card is damaged or not working properly;
- the Card has been retained by an ATM; or
- any unauthorised transactions.
- You must ensure that you provide the following information when requested by Bless Payments:
- details of the Card (we will never ask you for your full card number);
- your identification information;
- the type of authentication device, access code and device used to perform the Unauthorised Transaction (we will never ask you to disclose the access code);
- whether the Card, authentication device, or Access Details was lost, stolen or misused;
- the date and time of the loss or misuse and the date, time and method that the loss or misuse, was reported to the police;
- how you safeguard your Access Details and whether you disclosed the Access Details to a third party; and
- any other information you know about the Unauthorised Transaction.
- Bless Payments will suspend the Card upon receipt of notification from you until appropriate measures are taken to replace the Card and/or restore security to the Card.
- You will not be responsible for Unauthorised Transactions:
- that occur before your Card is issued to you;
- that occur after you have suspended or cancelled your Card and while it remains suspended; or
- where you didn't contribute to the Unauthorised Transaction.
- We may consider that you have contributed to an Unauthorised Transaction where:
- you have not kept your Card or PIN reasonably secured; or
- there was an unreasonable delay in suspending or cancelling your Card where you believed it was lost, stolen or otherwise compromised; or
- there was an unreasonable delay in reporting any Unauthorised Transaction.
8. Refunds and Chargebacks
- If you wish to receive a refund after you have conducted a transaction with a merchant via the Card ("Refund"), you should approach the merchant directly. If the merchant in its discretion decides to process your request for Refund, Bless Payments will credit the Available Balance with the Refund in accordance with these Card Terms once it has received the Refund funds from the relevant merchant.
- If you wish to receive a refund from a merchant in respect of a disputed transaction ("Chargeback"), Bless Payments may, in its sole discretion, file a formal dispute with such merchant on your behalf provided you comply with Bless Payments's request for information and assistance (including providing Bless Payments with all relevant documents and in such format as requested by Bless Payments). If the dispute is resolved in your favour, Bless Payments shall credit the Available Balance with the Chargeback in accordance with these Card Terms once it has received the Chargeback funds from Visa. You acknowledge and agree that the decision of Visa regarding the validity and value of any Chargeback is valid and binding. Bless Payments shall not be obliged to investigate or defend the validity and/or value of any Chargeback.
- You acknowledge and agree that:
- any claim with respect to a Chargeback shall be extinguished unless it is raised to Bless Payments within 90 days from the date of transaction; and
- the amount received with respect to any Refund or Chargeback may only be a partial refund of the original amount.
9. Changing the Status of Your Card
- You can provide instructions to close your Card via the Account. All transactions, including any fees or charges owing on your Card must be settled and the balance brought to $0, before Bless Payments can close your Card.
- Bless Payments may close your Card after giving you reasonable notice.
- In some circumstances, at Bless Payments' discretion, Bless Payments may suspend or close your Card without notice if:
- Bless Payments has concerns about your security or if Bless Payments suspects your Card has been compromised;
- Bless Payments becomes aware that you haven't complied with these Card Terms;
- your Account is closed or Bless Payments becomes aware that you haven't complied with the Bless Payments Agreement;
- Bless Payments is required to by applicable laws;
- Bless Payments suspects that your Card is being used for illegal activity;
- Bless Payments considers appropriate to manage any risk;
- Bless Payments reasonably considers that a transaction is fraudulent, in breach of the AML/CTF Laws, or if Bless Payments has concerns regarding money laundering or terrorism financing risk;
- Bless Payments reasonably considers you are engaging in conduct that is:
- coercive or controlling behaviour to limit a person's access to or use of funds;
- making profane, derogatory, discriminatory or harassing comments to any person;
- making or promoting threatening or abusive language to any person; or
- making or threatening physical or psychological harm to any person.
- Where possible, Bless Payments will inform you why it has suspended or closed your Card, however, in some cases, Bless Payments' legal obligations may prevent Bless Payments from providing this information, and Bless Payments' failure to inform you of the reasons does not constitute a breach of these Card Terms.
- Neither Bless Payments or Hay are responsible for any loss that arises when your Card is suspended or cancelled.
- If Bless Payments cancels your Card:
- you must pay any outstanding fees or charges owed to Bless Payments;
- Bless Payments may need to wait for all pending transactions to be processed and for your account balance to reach $0 before Bless Payments can cancel your Card;
- if there is a credit balance remaining, Bless Payments will take reasonable steps to return it to your Available Balance which can be accessed through your Account;
- you will no longer be able to use your Card; and
- you remain responsible for any transactions that occur on your Card (including outstanding Card transactions), even after cancellation.
10. Fees and Charges
- You agree to pay the fees and charges in respect of the Card as set out in the Fee Schedule below:

*This fee will not be charged if the chargeback relates to a confirmed Unauthorised Transaction
**International currency conversion fees are calculated as a percentage of the converted AUD amount (the foreign exchange rate is determined by Visa at the time of settlement) of the eligible transaction. A worked example is provided below:
- Original transaction amount: USD 50.00
- Converted amount in AUD: $76.90
- Conversion fee included in converted amount: 1.70% of AUD $1.31
- Bless Payments will deduct all fees and charges payable by you from your Available Balance.

11. Responsibilities and Boundaries
- Neither Bless Payments nor Hay is responsible for issues outside of Bless Payments' control, such as:
- when a merchant does not accept your Card;
- delays or interruptions not caused by Hay or Bless Payments;
- transactions that cannot be processed despite Bless Payments' reasonable precautions;
- disputes between you and the supplier of goods or services purchased with the Card.
- To the extent permitted by law and Visa scheme rules, Bless Payments' maximum liability is the value of a transaction processed due to Bless Payments' error. For other issues that Bless Payments may be responsible for, Bless Payments' liability is limited to the amount of your Available Balance at the date in which the circumstances giving rise to the liability occurred.
